Climate and Energy Analyst

NESCAUM (Northeast States for Coordinated Air Use Management) is seeking to fill two full-time positions. NESCAUM is a non-profit association of the state air pollution control agencies in the six New England states, New York and New Jersey. NESCAUM provides technical and policy assistance to its members on air pollution, climate change, and energy issues of regional concern in the Northeast and represents the states in regional, national, and international forums. NESCAUM’s activities are governed by a Board of Directors composed of the lead air quality officials in the eight member states. NESCAUM has a staff of approximately thirty professionals with expertise in science, technology, policy, and economics.

NESCAUM is looking to hire two full-time employees who will assist with climate, energy, and air quality technical analysis, modeling, and policy analysis. NESCAUM has developed a set of integrated regional modeling tools for analyzing the energy, climate, air quality, public health, and economic impacts associated with policies and initiatives. These models include the Northeast Market Allocation (NE-MARKAL) energy model, which characterizes the Northeast’s energy system, current and future energy demand, energy efficiency and renewable technologies, and emissions. The NE-MARKAL energy model links to a regional economic model—the REMI Policy Insight™ model—for analysis of the regional economic impacts of climate and energy policies and initiatives.

The Climate and Energy Analyst will work with NESCAUM staff to perform the following tasks and duties:

  • Perform research on a variety of topics related to quantitative analysis of energy, climate change, air quality, and/or regional economics (e.g., emerging technologies, capital costs, consumer behavior);
  • Develop data sets, key assumptions, and other inputs to integrated energy, economic, and air quality models;
  • Work in partnership with state and other government officials, businesses, environmental advocates, and others to build credibility of analytic data and assumptions;
  • Conduct modeling runs and sensitivity analyses of various energy, climate, and air quality policy initiatives;
  • Interpret and validate analytic and modeling results, and conduct quality control;
  • Develop written and web-based materials (e.g., presentations, fact sheets, and reports) to communicate analytic results to broader policy audiences, with an emphasis on communication of policy implications to non-technical audiences;
  • Present results and findings to policymakers, stakeholders, and other key audiences; and
  • Provide research, analysis, and general project and administrative support to a variety of other projects.

This position requires an advanced degree, preferably in economics, public policy, engineering, operations research, statistics, or a closely-related quantitative field. Preference will be given to candidates that have demonstrated experience in policy analysis, systems analysis, and/or quantitative analysis and modeling. Applicants should be flexible, highly organized, able to work with a high degree of independence, and detailed-oriented. Excellent verbal and written communication skills are required. Proficiency in Microsoft Office and internet applications is expected. Candidates must be able to demonstrate their leadership qualities, as well as their ability to work effectively within interdisciplinary teams, and with external stakeholders.
