Analyst -- Transportation & Environment

The Northeast States for Coordinated Air Use Management (NESCAUM) is seeking candidates for a full-time position to support efforts in the northeast states to control transportation-related air pollution. NESCAUM is a nonprofit association of air pollution control agencies in Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont. NESCAUM serves as a technical and policy advisor to its members on air pollution, climate, and energy issues of regional concern in the Northeast and represents the states in regional, national and international forums. NESCAUM has a small staff of professionals with expertise in science, technology and policy and is governed by a Board of Directors composed of the lead state air quality officials in the eight member states.

NESCAUM helps the northeast states develop and implement innovative and effective state and regional strategies to reduce the adverse public health and environmental impacts associated with air pollution from both highway and non-road vehicles. NESCAUM seeks a full-time staff member to assist our member states with technical and program policy analysis on a broad range of clean vehicle and fuel programs in the Northeast. Projects could involve providing technical support for clean fuels programs, motor vehicle emission standards to control smog, soot and greenhouse gases, state zero emission vehicle requirements, and policies to promote electric vehicles.

The selected candidate will be expected to coordinate with staff from state and federal agencies, the private sector, industry experts, and environmental advocacy organizations. In addition to developing and facilitating projects, the selected candidate will be responsible for a variety of tasks, including research, statistical analysis and interpretation of data, leading stakeholder groups, writing and editing documents, reviewing and commenting on federal and state regulatory proposals, and representing NESCAUM at meetings and conferences. Some travel is required.

The position requires an advanced degree, or comparable experience, in engineering or a related field. Preference will be given to candidates that have previous demonstrated experience with motor vehicle technology assessments and/or emission control programs. Applicants should have strong technical research, analytical and quantitative skills, be highly organized, detailed-oriented, and have strong oral and written communication skills, especially communicating technical and analytical information in a clear and understandable way. The ideal candidate will be a creative, self-starter capable of working both independently and as part of a team.
