Senior Policy Advisor – Clean Transportation Program


Headquartered in Boston, NESCAUM is the nonprofit association of state air quality agencies in Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont. NESCAUM is governed by a Board of Directors composed of the lead state air quality officials in these states and has a small staff of dedicated professionals with expertise in science, technology, and policy. NESCAUM’s mission is to provide scientific, technical, analytical, and policy support to state air quality and climate programs in the Northeast. To accomplish this, NESCAUM participates in regional and national dialogues, conducts research, helps create regional policy solutions to shared problems, facilitates information sharing, and sponsors training programs.

NESCAUM works directly with states on adopting and implementing California’s emission standards for cars and trucks under Section 177 of the Clean Air Act and hosts a workgroup for the “Section 177 states” to facilitate cross-state collaboration and coordination. Recognizing that complementary policies and programs help to accelerate deployment of zero emission vehicles (ZEVs), NESCAUM spearheaded the signing of a multi-state ZEV memorandum of understanding (MOU) to accelerate adoption of electric cars in 2013. NESCAUM helped the ten signatory states move from commitment to action by convening the Multi-State ZEV Task Force, drafting two Multi-State ZEV Action Plans released in 2014 and in 2018, and ensuring steady progress on implementing those plans. The ZEV Task Force continues to serve as a unique forum for galvanizing state leadership on transportation electrification through research and analysis, information sharing, collective strategizing, and coordinated state action on shared priorities. In 2020, NESCAUM announced a new MOU, signed by 15 states and the District of Columbia, to advance deployment of zero-emission trucks and buses. NESCAUM is currently working with the ZEV Task Force on developing a Medium- and Heavy-Duty ZEV Action Plan.

Job Summary

NESCAUM is seeking a full-time Senior Policy Advisor to play a key role in supporting NESCAUM’s multi-state ZEV initiative by: developing and providing input on and leading strategies to advance transportation electrification; facilitating and managing collaboration between internal and external partners; contributing to development and fundraising efforts; and helping build and grow internal capacity to meet NESCAUM’s goals and objectives. This is a highly interdisciplinary and cross-functional role that interfaces directly with NESCAUM’s board of directors, state and federal agencies, industry, NGOs, funders, and other stakeholders. The Senior Policy Advisor must possess the expertise and skills to operate and thrive in a highly collaborative and dynamic environment. This position reports to NESCAUM’s Policy and Program Director for Clean Transportation and will serve on a team that includes additional staff.

Duties and Responsibilities

  • Program management and support for a variety of projects contributing to strategy, budgeting, planning, reporting, and grants.
  • Lead multi-state workgroups and committees on new and ongoing projects and strategies.
  • Produce high-quality written and analytic materials, sometimes on short deadlines.
  • Conduct fundraising for key initiatives as needed.
  • Build effective relationships with state partners and key stakeholders and function as a point of contact.
  • Represent NESCAUM and present at conferences, meetings, and webinars and evaluate collaborative opportunities with external organizations; some travel required.
  • Provide ongoing assistance and support to the Policy and Program Director on overall Clean Transportation program activities.
  • Serve as a mentor to junior staff.
  • Other duties as assigned.

Required Qualifications

The successful applicant will have the following minimum qualifications:

  • At least 8 years of experience in a program support and management role in a relevant field such as climate and clean transportation policy, automotive sector, environmental advocacy, electric vehicle research/analysis, etc.
  • Bachelor’s degree in relevant field (e.g., engineering, policy, law, social sciences).
  • Demonstrated ability to support broad stakeholder engagement.
  • Solutions-focused, extremely collaborative personality.
  • Excellent writing, editing, and verbal communications skills.
  • Strong interpersonal skills.
  • Experience leading projects and programs, including independent decision-making.
  • Ability to work effectively and efficiently (both virtually and in-person) with minimal supervision.
  • Ability to be a team player who will productively engage with others at varying levels of seniority within and outside of NESCAUM.
  • Entrepreneurial/opportunistic approach to work and programs.
  • Strong organizational and time management skills with exceptional attention to detail.
  • Passion for environmental and social issues.

Preferred Qualifications

While not required, the following qualifications are considered a plus:

  • Direct experience with clean vehicle policy design and implementation.
  • Advanced degree (MS, PhD, JD) in engineering, policy, law, or another relevant field.
  • Experience working with government agencies.


The position will be based in Boston, Massachusetts. The NESCAUM office is located near South Station and is easily accessible via public transportation. Excellent candidates who would prefer to work from other locations will be considered (with expectations of semi-regular travel).
