Our Projects in 2006

During our 2006 Fiscal Year, NESCAUM worked on a vast array of projects in support of our member states. Many of the projects culminated in technical analysis, published reports, and workshops designed to provide technical support to our member states or disseminate state-of-the-art information to state staff working on air pollution control issues. Projects worked on during the period are listed below by program area.

Climate and Energy

Hewlett 3
Third phase of the Hewlett-funded effort involving supporting strategic GHG projects in the US and Canada.
Hewlett-Multi-State Climate Registry
Facilitation of the Eastern Climate Registry Working Group.
States Registry Support
Development of the Eastern Climate Registry.
Multi-State Registry
Energy Foundation support of the development of the Eastern Climate Registry.

Mobile Sources

Ongoing support from Energy Foundation to fund work to reduce GHG and toxic emissions from motor vehicles.
New Jersey Diesel Risk Reduction Project
A non-road and on-highway inventory assessment for New Jersey.
New York City Transportation Control Measures
Mediation assistance in a multi-party determination of acceptable control measures in the New York City severe ozone non-attainment area.
Northeast Diesel Collaborative, Phase III
Management of activities in: CMAQ, data and inventories, mandatory measures, construction, regional demonstration project, ports and rail, outreach, and communications.
Cosmed Group Inc.
Overseeing the implementation of a consent decree where heavy-duty diesel trucks and non-road equipment will be retrofitted in Camden County, NJ.
Stage II / Vapor Recovery
Providing data for EPA to use in evaluating a policy to determine when Onboard Refueling Vapor Recovery (ORVR) systems are in widespread use.

Science and Technology

Assessing Mercury in Petroleum Distillates
Evaluating mercury concentrations present in fuels in the Northeast.
Compliance Strategies for Ozone and Fine Particles Attainment
Evaluating the cost effective and technically feasible controls for emissions of NOx, SO2, and PM2.5 from industrial, commercial, and institutional boilers.
Contribution of Wood Smoke to Particle Matter Levels in CT
Designing a study and gathering data related to source characterization of outdoor wood furnaces.
Massachusetts Acid Rain
Monitoring of acid deposition being done for MassDEP.
Massachusetts Ambient Monitoring
Administrative support for interns at the MassDEP Laboratory.
MANE-VU RPO-Year 6 and 7
Coordinating CAMNET and RAIN monitoring networks, calculating visibility trends and statistics for MANE-VU class I sites, developing a modeling platform, and identifying, quantifying, and assessing control strategies for visibility improvements.
Modeling Study of Effect of Global Climate Change on Regional Air Quality
Modeling project assessing the direct and indirect impacts of global climate change on regional air quality.
NASA - CO2 Inventory and Analysis
Comparing a bottom-up CO2 inventory approach with airborne CO2 observations.
Northeast Center for Atmospheric Science and Policy (NCASP)
A collaborative initiative designed to address the lack of regionally appropriate analytical tools that deal with the diverse air quality and climate issues facing the northeastern US.
Oak-ACEEE Phase II
Identifying transportation sector sources, devising measures, and analyzing them using the MARKAL modeling tool.
Outdoor Wood-fired Boilers
Reviewing test methods and develop a model regulation for states to use to address emissions from outdoor wood-fired hydronic heaters.
Ozone and PM / Haze Conceptual Descriptions
Developing conceptual descriptions covering ozone, fine particle, and regional haze in the Northeast intended for use in State Implementation Plans (SIPs).
REMI Model
Support from the Energy Foundation for REMI and for training for NESCAUM staff.


Assessment of Carbonaceous PM2.5 for New York and the Region
Comprehensive assessment of carbonaceous fine particulate matter in New York and the region.
Clean Air Communities
Various environmental justice, local community-based emission reduction projects.
Camden CARE / Camden Waterfront South Community Collaborative to Reduce Particulate Matter
Retrofitting equipment at the South Jersey Port Corporation.
QCAP (Queens Clean Air Partnership)
Various projects designed to reduce local emissions including installation of Big Belly solar-powered trash compactors; installation of a green roof in New York City on the roof of Silvercup Studies; retrofitting New York City Department of Sanitation garbage trucks; and the electrification of service vehicles at the Delta Terminal at LaGuardia Airport.
Training / Northeast States Clean Air Academy
Developing and offering training to NESCAUM state and local air pollution control agency staff based on an annual assessment of training needs.
Universal Interface-Phase IV
Updating of the universal interface (UI) to allow the uploading of permit, CEM, and stack testing data to EPA's enforcement data system.

Projects Completed Within the Past Twelve Months

Support from Energy Foundation to fund NESCAUM's work to reduce GHG and toxic emissions from motor vehicles.
Barrel Burning
Inventory of dioxin emissions from barrel burning in NEWMOA states and assessment of the adequacy of the inventory; developed a public awareness effort to increase compliance with current local and state restrictions.
CT (New Haven) Locomotive Emissions Scoping Study
Evaluation of the impact of locomotive emissions in New Haven, CT on ambient PM2.5 and potential control options.
CT Clean School Bus Project (New Haven School Bus Retrofit Project)
Retrofitted school buses in New Haven owned by First Student. The buses were equipped with diesel oxidation catalysts (DOCs) and closed crankcase ventilation (CCV) "Spiracle" systems.
EMPACT Region 2 -- Air Pollution: What's the Solution?
Development of a new module of introductory air quality lessons.
Fine Particulate Matter / Diesel Particulate Matter Technical Support Document (TSD)
Summarized the current state of knowledge regarding fine particulate matter pollution and diesel particulate matter in the Northeast region.
Air Monitoring Projects
Administrative support to MassDEP to analyze deposition samples from monitoring stations and conduct source apportionment of event sampling to identify source categories and source regions of deposition.
School Monitoring
Provided NESCAUM-owned air quality monitoring devices and training in their use to contractor hired by MA Department of Health.
Mercury Modeling
Processed mercury emissions for the Northeast region and outside the region via SMOKE for input into REMSAD and criteria pollutant emissions via SMOKE for the chemistry portion of REMSAD.
Monitoring in Clean Areas
Produced a report for the North American Commission for Environmental Cooperation comparing monitoring requirements and availability of monitoring data for "clean areas" in Canada, Mexico, and the United States.
New Hampshire Construction and Demolition Project
Prepared a report to gain a better understanding of emissions and related environmental issues from the use of construction and demolition (C&D) wood waste for power generation.
New Jersey MARKAL
Added New Jersey to its regional energy modeling capacity (comprised previously of only the six New England states).
Northeast Diesel Collaborative, Phase I
Worked to reduce diesel emission through a partnership of private, non-profit, and government groups in the NESCAUM states. The collaborative is ongoing.
Northeast Ports Retrofit Workshop
Organized a workshop in New York City for port terminal operators, port authorities, and other stakeholders involved in port activities to educate them on strategies to reduce diesel emissions at ports.
Regional MARKAL Phase III
Developed an energy/economic modeling framework to enable New England states to assess climate and energy options.
Regional GHG Registry Development Phase II
Ongoing support to develop the regional GHG registry for the Northeast states and to coordinate with similar efforts in other parts of the country.
Regional Greenhouse Gas Initiative (General)
Economic and environmental modeling studies for the Regional Greenhouse Gas Initiative.
South Bronx/New York City Department of Sanitation Diesel Retrofit Project
Managed this project to demonstrate the effectiveness and viability of retrofitting 68 refuse trucks in the South Bronx to reduce their diesel exhaust emissions.
Speciation of Organics for Apportionment of PM2.5 (SOAP)
Monitored PM2.5 speciation at four sites in the New York City metro area to analyze for dozens of specific compounds that act as tracers for various emission sources (e.g., vehicle exhaust, road dust, meat cooking and vegetation).
Universal Interface-Phase III
Updated the universal interface (UI) to allow the uploading of permit, CEM, and stack testing data to EPA's enforcement data system.
Urban and Interstate Strategies for Clean Air Interstate Rule (CAIR)
Issued a scoping study evaluating the environmental effectiveness of urban and interstate control strategies in addition to those required by CAIR needed for attaining the national air quality health standards.
